This week, we will likely see the transfer of the Articles of Impeachment from the House to the Senate and the beginning of the next phase of the impeachment process. Meanwhile, Donald Trump is going to continue conducting U.S. foreign policy in a breathtakingly haphazard fashion and with no discernible long-term strategy. There is, however, one unifying feature underlying virtually all of Trump’s policy decisions, both foreign and domestic: they are purely transactional and venal. And the former real estate mogul is not exactly shy about admitting this in public.

When the Iraqi parliament voted to ask all foreign troops to leave the country in the wake of the assassination of Qassem Soleimani on Iraqi soil by the U.S. military, Donald Trump did not speak up to talk about the importance of a continued presence of American and allied troops in the fight against Daesh. Rather, he complained about an investment that could be lost in case the U.S. should have to leave Iraq: “We have a very extraordinarily expensive air base that’s there. It cost billions of dollars to build. … We’re not leaving unless they pay us back for it.” Then he proceeded to threaten the country with sanctions in case the Iraqi caretaker Prime Minister decides to follow the request made by the parliament.

During an interview on Fox News last Friday, the man who had campaigned on the promise of “bringing the troops back home” then talked about sending more U.S. soldiers to Saudi Arabia. The reason? “They’re paying us. They’ve already deposited $1 billion in the bank.” This rationale, given by the Commander-in-Chief for the deployment of young Americans on foreign soil, did not go down well with the general public, regardless of political affiliation. “He sells troops,” tweeted Justin Amash (I-Mich.) who until recently was a Republican. And actor and political writer Brian Tyler Cohen commented, saying that “The US military is now a mercenary army for the country that sent the majority of hijackers to do ::) 9/11.” Also, Donald Trump’s revelation that the Kingdom of Saudi Arabia had already deposited $1 billion “in the bank” raised a lot of questions about which bank exactly he was talking about and whether this was a reference to the U.S. Treasury (where the money should go) or Mr. Trump’s deep pockets (where the money should most definitely not go).

In the same interview, Trump also bragged to Laura Ingraham about having badgered South Korea into paying for the presence of U.S. troops in a style that is clearly reminiscent of a New York wise guy doing some good, old-fashioned racketeering: “South Korea gave us $500 million … I said, ‘You gotta help us along. We have 32,000 soldiers in South Korea protecting you from North Korea. You’ve gotta pay.’” This clearly shows that he still has not understood the vital importance of an American presence in the region – a lesson his military and strategic advisers have been trying to instill into him from the beginning of his presidency, obviously without success.

In a speech he gave in 1910, Franklin D. Roosevelt said the following words: “I will tell you who is the real menace in American political life—not the king; he does not exist and never will; not the dictator, but the boss; the man who does by manipulation, by intrigue, by alliance with crooked judges, by crooked business men, by the assessment of judges, in every way that is contrary to the principles of good citizenship, the man who by doing all that gets enormous political power and exercises it as he chooses, that man is a menace.”
Donald J. Trump clearly is the menace FDR was envisioning in his speech. He needs to be removed from the presidency, either through impeachment or at the ballot box.

Neither political party offers a substantive challenge to the military-industrial complex, or views capitalism as the enemy of democracy, if not the planet itself. In different ways, both parties have hollowed out democratic institutions and cozied up to dictators. In addition, neither party historically used the impeachment process to indict George W. Bush for launching an illegal war in Iraq – or, for that matter, George W. Bush for illegally kidnapping, jailing and torturing what he indiscriminately labeled as “enemy combatants.” Nor was Obama charged with a war crime when he “gave the executive branch of the government the right to act as judge, jury and executioner in assassinating U. S. citizens.” There is more at work here than acts of bad faith; there is also a thread of moral hypocrisy and a flight from social responsibility on the part of both parties.


The Republican Party’s claim to stand for small government, fiscal soundness and national security is now palpably untrue. Instead, its most paranoid and racist elements now control the party. The Republican Party’s move to the right intensified in the 1990s under the influence of Newt Gingrich and Karl Rove, and later with the rise of Sarah Palin and the defeat of the centrist Mitt Romney in 2012.

Chomsky is currently a laureate professor in the Department of Linguistics at the University of Arizona. He is professor emeritus at Massachusetts Institute of Technology, where he taught for more than half a century. Chomsky’s recent books include, “Global Discontents: Conversations on the Rising Threats to Democracy” and “Requiem for the American Dream: The 10 Principles of Concentration of Wealth & Power.” He is also the co-author, with the late Ed Herman, of the classic book, “Manufacturing Consent: The Political Economy of the Mass Media.

Make No Mistake, Trump Is Test-Running Fascism To See What He Can Get Away With



Election meddling, dehumanizing of a chosen outgroup, and a functioning propaganda machine are all in place.

“Babies in cages were no ‘mistake’ by Trump,” argues Fintan O’Toole in the Irish Times, “but test-marketing for barbarism.”

Is it possible that President Donald Trump is throwing out policy and rhetoric to test the waters? To determine just how much leash Americans will grant him?

O’Toole says we’d be foolish to think otherwise, and if we’re not careful, the leash could be altogether gone before we know it.

Fascism doesn’t arise suddenly in an existing democracy. It is not easy to get people to give up their ideas of freedom and civility. You have to do trial runs that, if they are done well, serve two purposes. They get people used to something they may initially recoil from; and they allow you to refine and calibrate. This is what is happening now and we would be fools not to see it.

The signs are clear: Election meddling, dehumanizing of a chosen outgroup, and a functioning propaganda machine are all in place.

Rigged elections, O’Toole writes, are a key component of fascism. And not once but thrice the world recently has witnessed the attempted fixing of elections results – in the election of Trump, the success of Brexit, and though less successfully, in France.

Fascism does not need a majority – it typically comes to power with about 40 per cent support and then uses control and intimidation to consolidate that power. So it doesn’t matter if most people hate you, as long as your 40 per cent is fanatically committed. That’s been tested out too. And fascism of course needs a propaganda machine so effective that it creates for its followers a universe of “alternative facts” impervious to unwanted realities. Again, the testing for this is very far advanced.

Evidence of this testing is also present in Trump’s dehumanizing language surrounding Central American immigrants, creating an outgroup for Americans to rally against – and eventually pushing the moral envelope to increasingly heinous deeds.

You have to undermine moral boundaries, inure people to the acceptance of acts of extreme cruelty. Like hounds, people have to be blooded. They have to be given the taste for savagery. Fascism does this by building up the sense of threat from a despised out-group. This allows the members of that group to be dehumanised. Once that has been achieved, you can gradually up the ante, working through the stages from breaking windows to extermination.

This is the stage the Trump administration and others are test marketing now, O’Toole says.

It is being done in Italy by the far-right leader and minister for the interior Matteo Salvini. How would it go down if we turn away boatloads of refugees? Let’s do a screening of the rough-cut of registering all the Roma and see what buttons the audience will press. And it has been trialled by Trump: let’s see how my fans feel about crying babies in cages. I wonder how it will go down with Rupert Murdoch.

Trump’s claim last week that immigrants “infest” the US is a test-marketing of whether his fans are ready for the next step-up in language, which is of course “vermin”. And the generation of images of toddlers being dragged from their parents is a test of whether those words can be turned into sounds and pictures. It was always an experiment – it ended (but only in part) because the results were in.

And it appears to be working – the test subjects appear ripe for taking the rhetoric further, and babies in cages were apparently no big thing.

Rupert Murdoch is happy with it – his Fox News mouthpieces outdid themselves in barbaric crassness: making animal noises at the mention of a Down syndrome child, describing crying children as actors. They went the whole swinish hog: even the brown babies are liars. Those sobs of anguish are typical of the manipulative behaviour of the strangers coming to infest us – should we not fear a race whose very infants can be so devious? Second, the **** fans loved it: 58 per cent of Republicans are in favour of this brutality. Trump’s overall approval ratings are up to 42.5 per cent.

The muscles that the propaganda machines need for defending the indefensible are being toned up. Millions and millions of Europeans and Americans are learning to think the unthinkable.

This is where we sit, according to O’Toole. Pre-fascism is well underway, and many of the people are ready for more.

They have already, in their minds, crossed the boundaries of morality. They are, like Macbeth, “yet but young in deed”. But the tests will be refined, the results analysed, the methods perfected, the messages sharpened. And then the deeds can follow.
