SNIPPET:

As noted by Mulvaney today, a law passed in the wake of Richard Nixon playing games with appropriations requires that if you withhold duly appropriated funds, you explain to Congress why you’re doing so, a decision that Congress then gets to veto simply by refusing to approve of the decision. The law makes it clear that the President can’t simply ignore the will of Congress on appropriations.

And yet, that’s what Trump did for the entirety of the summer.

Worse, in his press conference today, Mulvaney admitted that Trump didn’t have a “really really good reason not to” release the funds. Rather, he had a really bad reason: he was trying to extort a quid pro quo.

And that’s why the decision — reported in ho hum fashion on Tuesday as if it were just another case of the Administration refusing Congressional subpoenas — that OMB and DOD would not respond to subpoenas is actually really important.

The subpoena to those agencies lays out some of the evidence that Trump withheld the funds after DOD cleared them. Then it lays out the evidence that Trump was defying bipartisan Congressional will in doing so.

Add it to the impeachment list of laws not faithfully executed. Then file a case to get a writ of mandamus to direct the Palace to comply. Even if it fails due to hackery, that will make it easier to impeach and remove those judges later.

Like many of the other issues (i.e. the tax records), it is unambiguous black-letter law and so “interpretation” would be limited.

The Mueller Report was written by Republicans, for Republicans. Since when was it ever going to be honest?

Agreed. Way back when Mueller (known as the fix-it man in Republican circles) was named to investigate Russia and Trump, some naive fellow at Daily Kos said, "Now justice wll be done.".

I'm not happy about being right, but I immediately replied that, Now justice will be BURIED! I ranted about a year long "investigation" with a "1000 page nothing to see here, move along" conclusion. I was politely told to STFU.

I do admit I was wrong about some things...

It was TWO years >:(, not one, and it was a bit shorter than 1000 pages. ::)

Nice article below, except that the parts about Mueller conveniently refusing to investigate 9/11 and conveniently supporting Shrub's LIE that Iraq had "weapons of mass destruction" were accidentally on purpose left out. But, at least Bill Palmer, though not quite there yet, is starting to understand how Republican Fix-it Man Mueller REALLY rolls.

What was 🐘 Robert Mueller even doing?

Bill Palmer | 6:50 pm EDT October 20, 2019
Palmer Report » Analysis

Robert Mueller is a Vietnam War veteran with a Purple Heart who took down Enron and John Gotti. He’s always had nerves of steel, so all along he seemed like the perfect person to lead the Special Counsel investigation into Donald Trump’s Russia scandal. But as we all know, his probe ended up going virtually nowhere. Now a key piece of what he was (or more accurately wasn’t) doing has been revealed, and it’s baffling.

Attorney General Bill Barr’s scheme to strategically redact the most incriminating parts of the Mueller report is finally unraveling. A federal judge ordered the Department of Justice to unredact the identities of two people named in the report who did not testify before Mueller’s grand jury. Sure enough, those names have just been revealed, and they’re Don McGahn and Donald Trump Jr. Wait, a minute, what?

The publicly available portions of the Mueller report make clear that Don McGahn was the most vital cooperating witness in the obstruction of justice portion of the probe. Yet we now know that Mueller never bothered to put McGahn in front of a grand jury, which means that Mueller never made any attempt at indicting anyone for obstruction. This is alarming, considering that based on media reports and leaks alone, as many as a dozen of Trump’s current and former White House advisers could easily have been indicted for obstruction. Why did Mueller even bother investigating the obstruction case, if he was simply going to write a report about it and go home?

Then there’s Donald Trump Jr, who by his own admission was knee deep in the Trump-Russia election conspiracy plot. The only legitimate reason not to subpoena Junior to appear before the grand jury would have been if Mueller was planning to indict Junior, as you can’t ask people to testify against themselves. But the Mueller report spells out that Mueller decided not to indict Junior, based on the specious argument that he was too dumb to understand he was committing a crime. So if Junior wasn’t a target, Mueller should have been easily able to compel him to serve as a witness against the Russians he tried to conspire with. Yet that clearly never happened.

Robert Mueller spent the first half of his time as Special Counsel aggressively busting people like Michael Flynn and Paul Manafort and Rick Gates, only to spend the second half of his probe apparently doing nothing. If Mueller simply decided to pull his punches, that’s on him. But if someone was tying Mueller’s hands, even before Barr came along and shut him down, we need to know about it – because that person needs to go to prison for obstruction along with Barr.

The good news in this debacle is that Bill Barr had no possible valid reason for redacting the fact that Don McGahn and Donald Trump Jr didn’t testify to the grand jury. Now that the judge knows this, she’s even more likely to rule that Barr’s redactions were in bad faith across the board, and that the House impeachment inquiry has the right to the full unredacted Mueller report. But what a mess the Mueller probe turned out to be.

SNIPPET:

Throughout Trump’s presidency, I’ve dismissed the possibility that he could be removed from office. In all likelihood, the Senate will come nowhere close to mustering the 67 votes needed to do so. But over the past few weeks, the outline of a removal scenario has begun to take shape. The prospect is no longer a fantasy.

Anthony,

It feels like an eternity, but the whistleblower’s complaint was released less than one month ago. New revelations continue to emerge daily, but the underlying imperative remains the same: Congress must impeach and remove Donald Trump from office.

Trump’s White House has gone into full stonewall mode by trying to block testimony and refusing to comply with lawful subpoenas. Their efforts are failing – administration officials are starting to defy the White House coverup and are telling investigators what they know.

While Congress went on recess earlier this month, some representatives stayed busy in D.C. Members of three committees conducted hearings and listened to testimony during the break, issuing subpoenas for individuals involved in the Ukraine scandal and paving the way for a House vote on impeachment.

Here’s a recap of the latest events:

October 22: Bill Taylor, a senior diplomat in Ukraine who objected strongly to withholding military aid to Ukraine in exchange “for help with a political campaign,” testified before Congress. Rep. Ted Lieu called the testimony “incredibly damaging for the President.”

October 17: Former European Union Ambassador Gordon Sondland testifies that Trump delegated Ukraine policy to Giuliani, a private citizen whose Ukrainian associates have been arrested for funneling foreign money into US elections.

October 17: White House Chief of Staff Mick Mulvaney admitted in a press conference that Trump had withheld military aid in exchange for investigations into his rivals saying “Get over it. There is going to be political influence in foreign policy.”

October 16: Michael McKinley, a former senior advisor to Secretary of State Mike Pompeo steps down from his post and tells congressional investigators he was “disturbed by the implication that foreign governments were being approached to procure negative information on political opponents.”

October 15: Rudy Giuliani, Trump’s attorney, was subpoenaed by the House Intelligence Committee and ordered to hand over documents about his work in Ukraine. He refused to comply with either request.

October 15: George Kent, a top diplomat in Ukraine, told lawmakers he was sidelined by Trump’s associates, and that Trump and Giuliani had pressured Ukraine to investigate the Bidens.

October 14: Fiona Hill, Trump’s former Russia adviser, testified before committee members and confirmed she saw “wrongdoing” regarding Ukraine. It appears some of that testimony was explosive, including that Former National Security Advisor John Bolton took care to distance himself from the arrangement, comparing Giuliani and Mick Mulvaney’s scheme to a “drug deal.”

Thank YOU for all that you do for our democracy, we would not be where we are today without your tireless efforts to hold the most corrupt 🦀 president in history accountable .

When the definitive history of Donald Trump’s impeachment inquiry is written, 🦅 William B. Taylor Jr. ✨ will require a chapter all his own. The career diplomat and former U.S. ambassador to Ukraine put the bricks to 🦀 Trump’s “no quid pro quo” defense on Tuesday during closed-door testimony before the House Oversight Committee, and did so in terms so stark and clear that gasps and sighs could be heard from the lawmakers as they listened.

Shocking 👀 Testimony From 🦅 Diplomat Shows Trump Demanded Quid Pro Quo

According to House Democrats present at the deposition of William B. Taylor, the acting U.S. ambassador to Ukraine, the diplomat's testimony, which lasted over nine hours, was explosive and damning to Donald Trump. Taylor's statement provided evidence not only of a quid pro quo, but also that Trump was personally seeking illegal foreign interference in the 2020 election.

🦅 Bill Taylor just brought down Donald 🦀 Trump’s house of cards

Shirley Kennedy | 11:45 pm EDT October 22, 2019
Palmer Report » Analysis

Acting U.S. Ambassador Bill Taylor took the wheel from Gordon Sondland and threw everybody under the bus in his testimony before Congress today. Politico reported that “sighs and gasps” could be heard as Taylor read his 15-page opening statement. Reading the statement will certainly induce these sounds, if not downright anger. Unlike most Trump appointees, Taylor is an experienced ambassador. He was initially appointed by President G.W. Bush and served under President Obama. Taylor is clear that he is nonpartisan and serves the American people and no one else. It is refreshing to hear that we do still have people working in our government who do it for their love of service, though many of those were shoved out by Trump.

Taylor’s statement is very detailed and cannot be fully covered in this article, but we can certainly look at some of the highlights and know exactly where his head is and where his loyalties lie. Taylor was appalled at Rudy Giuliani’s involvement in government business, as are most of us. He wasn’t elected to anything and has no right to be involved in government business. Leave it to Trump to bring one of his lackeys into something he doesn’t belong in.

Unlike Trump, Taylor is concerned with Russia’s attempt to take over Ukraine and become a threat to not only its European neighbors, but the entire world. When he was approached by Mike Pompeo to get involved in Ukraine, he was reluctant. Taylor did not appreciate what they had done to his predecessor, Marie Yovanovitch. He consulted with his wife, who urged him not to go, before his mentor convinced him to go. He was also assured that U.S. policy supported Ukraine and that all of the negative things he had heard about Giuliani were of no consequence. Little did he know that he, like the rest of us, was being hoodwinked.

It was only after Taylor agreed and traveled to Ukraine that he discovered “two channels of U.S. policy-making and implementation, one regular and one highly irregular.” Guess who was on the irregular team? You’ve got it: Giuliani, Kurt Volker, Rick Perry, and Gordon Sondland, who tried his best to mislead Congress and did to a certain extent. Then, Taylor testified and completely blew Sondland out of the proverbial water. Sondland has certainly earned back the cool million he donated to Trump’s inauguration, while trying to cover his complicity.

Taylor’s testimony was detailed, according to Politico, clearly outlining just how much the promised military assistance was tied to Trump’s personal endeavors. Harley Rouda (D-CA) said that the “body language of the people hearing it was ‘holy ,'” while Stephen Lynch (D-MA) said that the testimony “could accelerate” the impeachment inquiry. Bring it on, please. Taylor gave a clear timeline of events, and Tom Malinowski (D-NJ) hinted that Taylor presented evidence to corroborate his account. Whatever Taylor provided and said must have been good, as Politico reported that Jim Jordan left for lunch “tight-lipped.”

Trump and company are likely very unhappy that Pompeo brought Taylor back. They should have known that a career diplomat would refuse to get involved in their bullshit, and that’s exactly what he has done. It appears that Sondland might be recalled, as Raja Krishnamoorthi (D-IL) said, “Mr. Sondland is going to have some explaining to do.” He certainly does, as does faux president Trump. Tick-tock, Trump. We’re coming for you.

Anyone surprised is naive.

When someone tells you what they are, believe them. I've been telling everyone I see that Trump is interested only in himself and will start a war (outside the US, as opposed to his daily domestic attacks) if that's what it takes to save his orange hide. In the final days in the bunker, Hitler told senior Nazis that “everyone has lied to me, everyone has deceived me” just eight days before he killed himself, This per declassified diaries that Guy Liddell, former head of counter-espionage at MI5, kept during the 1940s and 50s. Hitler ranted that the German people had not fought with enough heroism and they “deserved to perish”, according to the documents.

Ivana is on record saying Trump kept a book of Hitler's speeches by his bed. Just saying'.

Oh come on, Rudy

About a week ago, Rudy Giuliani learned through the media that he’s the target of a federal criminal investigation that’s already snared his henchmen Lev Parnas and Igor Fruman. This prompted Rudy to part ways with the attorney who had been representing him in the impeachment inquiry, and announce on Twitter that he doesn’t need a lawyer going forward.

This made sense to no one but Rudy, of course. He’s going to be indicted and arrested, and he’ll need a criminal defense attorney to represent him at the resulting court proceedings. Even if Donald Trump were to pardon Rudy on federal charges, New York State would presumably sweep in with parallel state level charges, and Rudy would still end up arrested and on trial. That’s on top of the court battle he’ll be fighting over the House impeachment inquiry subpoena.

There was no scenario in which Rudy wasn’t going to need a lawyer unless he was planning to represent himself, which meant he must have been planning to represent himself. That would be an absurd and self defeating move, but Rudy is all about absurd and self defeating moves. But when Parnas and Fruman appeared in court on Wednesday, they tried to invoke executive privilege, which is a clever way of dragging Donald Trump into their trial and making the whole thing his problem.

Shortly thereafter, Palmer Report noted that Rudy Giuliani finally came to life on Twitter after a prolonged quiet period, and made a point of asserting that all of his actions with regard to Ukraine were on Trump’s behalf. In other words, if Lev and Igor are making their crimes Trump’s problem, so is Rudy. After Rudy posted that tweet, CNN reported that he’s now looking for a lawyer after all. So what’s going on here? To borrow Trump’s words, you’d have to ask Rudy.

Rudy Giuliani knows too much about what REALLY happened on 9/11 and who were the TRAITORS IN THE U.S. GOVERNMENT 100% responsible for that false flag attack, including himself. It was Rudy Giuliani that was in the WTC 7 New York "Command Post" when the first two WTC Towers were demolished, leaving the third 9/11 building targeted for explosive demolition, WTC 7, only a few minutes before "office fires" ::) demolished it almost exactly in its footprint.

Rudy Giuliani KNEW WTC 7 had to be demolished with pre-planted explosives BECAUSE it had the 9/11 TREASON smoking gun (totally unrelated to the financial Worldcom, etc. "records that were lost". SEE: Limited hang out head fake). For those who don't get it, I suggest you follow the money involved in the contracting for and installing of all the electronics in the "Command Center" in WTC 7.

Rudy Giuliani was the ultimate bought and paid for INSIDER needed by Cheney & Pentagon pals, on 9/11 at ground zero, to make sure everything went as murderously planned, including playing the hero after electronically aiding in the destruction of three buildings. EVIDENCE of that is his complete "Everything is under control" expression on that day. You can see people around him still in a state of anger and/or shock. It is super easy to play the big brave "hero" when you are in on the False Flag TREASON.

9/11 False Flag attack Criminal Birds of a Treasonous FEATHER

That is probably why he thinks he is "untouchable".

In a way, he is right. Publicly, TPTB will probably never go after him. But, he forgets how it easy it is for "lamentable accidental deaths" and "unexpected lethal heart attacks" to occur... TPTB are not boy scouts. Rudy is expendable, whether he wants to believe that or not. So is Trump, though they will never cause visible bodily harm to Trump. Some drug (or repeated small doses of toxic heavy metals in his food like lead or arsenic will quickly mess up cognitive functions enough to produce dementia or alzheimers symptoms) that surreptitiously (i.e. to Trump's knowledge) produce "lamentable premature dementia" is probably they way TPTB will get rid of the current POTUS embarrassment IF Trump doesn't go quietly. The way Trump has started to babble incoherently (see: the "U.S. border wall" of Colorado), the cognitive impairment campaign by TPTB may already be active.

Agelbert NOTE: The Palmer Report keeps trying to frame Giuliani as a nut case or an incompetent criminal. He is evil, but he is neither crazy nor incompetent. Giuliani and Trump are being exposed by people with integrity.

Criminals arrogantly believe that ethics based guys and gals "always lose" to the "smart" people like him and Trump. That is the flaw in all these POTUS Criminal Conspiracies, not "incompetence".

Palmer does not want to go there. I read the Palmer Report almost every day. It has great reporting on the criminal activities of Trump and his wrecking crew. However, Palmer thinks Biden is a "good guy" and Sanders is "unelectable". That's just not true. He is also a worshipper of all things Pelosi. So, his objectivity is questionable when Democratic Party issues are the subject, even if he is fairly accurate about all things Trump.

House Democrats score major court victory in impeachment battle against Donald Trump

Bill Palmer | 6:15 pm EDT October 25, 2019
Palmer Report » Analysis

Even before Donald Trump’s Ukraine scandal surfaced and forced the issue, House Democrats were already taking the necessary steps to acquire evidence and testimony in the impeachment of Donald Trump. One of those legal battles has finally been decided, and it’s a major victory for the House Democrats – on two different levels.

Today a federal judge ruled that the grand jury evidence from the Mueller Report must be turned over to House Democrats within five days. Donald Trump can attempt to file an emergency injunction with the appeals court, but even if it’s granted, the precedent set here suggests that the Democrats will win this battle once the appeals have been exhausted. Even as we wait to see if an appeals court is willing to step in, today’s ruling also hands the Democrats a broader victory.

Team Trump tried to convince the judge not to release the Mueller grand jury evidence by asserting that the House impeachment inquiry was invalid. There’s no legal or constitutional basis for such an assertion, of course. So not only did the judge side with the House Democrats on the Mueller material today, she also ruled that the House impeachment inquiry is indeed legally valid. She went even further by finding that Trump is “willfully” trying to obstruct the impeachment inquiry.

This ruling helps set the legal precedent going forward that the House impeachment inquiry is indeed a constitutional proceeding, and that Trump has no legal basis for trying to suppress evidence or stop anyone from cooperating with the inquiry. As is increasingly the case with the Trump regime, his lawyers used an argument in court that had no legal basis and was instead the kind of foot-stomping nonsense that Trump loves to hear. And, as is going to continue being the case, the judge laughed him out of court for it. Trump’s people aren’t even trying to win; they’re just trying to keep Trump sated as everything falls apart for him.
