Even though the revived Impact/EV1 program had gone dark, somehow, as automakers around the globe began to wake up and smell the electricity, the entity that the automakers referred to as the “oilies” awakened as well, sniffing competition in the wind. It may be that the oil companies had simply stretched out with their Sith sense, but there was EV development taking place at virtually all the major automakers, and an alliance of the Big 3 (GM, Ford, Chrysler) had been formed to develop a more workable EV battery … with federal government participation. That’s when the Department of Dirty Tricks was engaged. But not at the bequest of GM. The auto giant had been doing its best to delay the government mandates. But as Shnayerson characterizes it, GM had been lobbying CARB pretty squarely, explaining where they were at and trying to buy time for the tech to mature. The carmaker objected to what it termed “invention on a schedule.”

The oilies, however, played a very different game. They went low-ball right out of the gate and employed strategies such as sponsoring so-called grassroots consumer groups that waved a flag about how EVs could actually make the air dirtier … in spite of a CARB study refuting the assertion. Even in the ’90s, any electricity used to charge EVs would have caused a net drop in pollutants in spite of a dirtier grid than today, due in part to the far greater efficiency of an electric motor over its gasoline counterpart (90% vs 20%). The oil-funded groups lobbied against both the mandate as well as various EV kickstart programs sponsored by the utilities. The anti-mandate movement gained further support when Governor Pete Wilson — who was running for President — was told in no uncertain terms that support in key states would be absent unless the California mandate was altered. Indeed, the 1998 mandate would end up getting rescheduled.

All in all, the technology developed during the Impact/EV1 program was nothing short of remarkable. A Motor Trend article of the time characterized the tech as “unparalleled breakthroughs.” Here are some of the significant accomplishments of what has been characterized as the most technically ambitious program in GM’s history:

֍ The Impact/EV1 was designed from the ground up
֍ Refinements to the AC induction motor
֍ A workable DC to AC inverter that powered the motor
֍ A breakthrough battery design using alloys (NMH)
֍ Implementation of a rudimentary battery cooling system
֍ Regenerative braking
֍ 8 second 0–60 MPH time
֍ A body design with a record-breaking .195 drag coefficient. 45% less drag and 40% lighter than the average gas car
֍ Aluminum frame, plastic body panels
֍ Electric brakes (80,000 lines of software code allowed for 100 fewer brake parts)
֍ Covered wheels to reduce drag
֍ First use of a heat pump in a vehicle
֍ An inductive charger to reduce the chance of shock
֍ A network of over 1,000 high-speed “MagneChargers” in homes and public locations
֍ 23 new patents granted
֍ First time in GM history a woman headed one of the production departments

In addition to that impressive list, the isolated Impact/EV1 program had at least one staffer on board with deep insight as to what GM had achieved. Take a look at this passage from Shnayerson’s book characterizing John Dabels’ point of view:

And yet the electric car failed to hit critical mass at that point in time. Those who have seen Who Killed The Electric Car? know that the automakers ultimately sued the State of California, won the suit, and the CARB mandates of the day were repealed. Shortly thereafter, GM stopped production of the EV1, and in fact recalled all the vehicles and destroyed most of them.

Columbia University Getting 6 All-Electric New Flyer Xcelsior CHARGE Buses

New York’s Columbia University will soon be home to 6 fully electric New Flyer Xcelsior CHARGE buses, now slated to go into service in 2018 as part of Columbia University’s Intercampus Shuttle network. This news follows a deal between New Flyer of America and Academy Bus.



The New Flyer Industries subsidiary was granted the contract by Academy Bus, as Academy Bus is the current contractor on record for Columbia University shuttle procurement.

In addition to the 6 Xcelsior CHARGE all-electric 40-foot buses in question, the contract also entails the purchase of 3 charging stations for the buses.




The new buses will be running routes between various locations in Manhattan, New Jersey, and Rockland County — with the expectation being to serve some 30,000 or so students per year.

“We are proud to support Academy Bus and Columbia University with their transition to sustainable transportation,” commented Wayne Joseph, President of New Flyer of America. “Our zero-emission, battery-electric buses not only lend positive environmental impact for students and the surrounding communities, but also feature American innovation in motion on the streets of New York and New Jersey.”

“Academy maintains a long standing mutually beneficial relationship with Columbia University,” stated Francis Tedesco, President of Academy Bus. “We are excited to bring New Flyer’s industry-leading technology on campus, and to assist the university with its aim of reducing emissions for the shuttle service.”


The deployment of the new all-electric buses represents part of efforts to achieve Columbia University’s Sustainability Plan. Notably, the deployment is being partly supported by New York State Electric Vehicle Voucher Incentive Funds (NYSERDA).

Los Angeles wants to field a completely electric fleet of buses by 2030, and it just took a large step toward making that a reality. The city's Department of Transportation (which runs the largest municipal transit in the county) has acquired 25 of Proterra's smaller 35-foot Catalyst buses, all of which should arrive in 2019. That may not sound like much, but it's a significant chunk of the DOT's 359-bus fleet. The deal promises real savings, too -- it should eliminate 7.8 million lbs. of greenhouse gas emissions per year and save $11.2 million in energy and maintenance over 12 years.

This isn't the first step toward electrifying mass transit in the LA area, but is one of the larger examples. The DOT unveiled just four buses at the start of 2017, for example, so this is certainly a much larger commitment. And notably, it's not just from an American company -- it's from a company whose manufacturing is even located in the county. The region's Metropolitan Transportation Authority bought 95 buses in July, but they were split between Chinese transportation giant BYD and the American division of Canada's New Flyer.

It'd represent a big order for Proterra as well. At the start of 2017, it had received 375 bus orders. This is a big deal for a firm that's still hitting its stride, and shows that it's earning the trust of some major cities. Don't be surprised if its buses become more of a mainstay going forward.

VARD to Build All-Electric Ferry for Norway’s Boreal

Norwegian shipbuilder VARD has won a contract for the construction of an all-electric car and passenger ferry for Boreal in Norway.

The RoPax ferry is specially designed for environmentally friendly operations in the Norwegian fjords with a fully electric battery package for continuous all-electric operations. The ferry, designed by Multi Maritime, will measure 74 meters in length with a beam of 14.20 meters, and will have a total capacity of up to 60 cars and 199 passengers and crew.

Mr. Roy Reite, CEO and Executive Director of VARD, said: “We are delighted to welcome Boreal as a new client to VARD, and look forward to building the battery-powered ferry, in which we can utilize our strong expertise in battery technology for efficient and environmentally friendly vessels.”

The hull of the vessel will be built by Vard Braila in Romania with delivery scheduled from Vard’s shipyard in Brevik, Norway in the third quarter of 2019.

The ferry will commence operations beginning in January 2020, crossing Kvanndal-Utne on the west coast of Norway where Boreal has been awarded a nine-year contract with the Norwegian government.

Boreal one of the leading public transportation providers in Norway and operates buses, coaches, trams, high-speed passenger ferries and car ferries. The company has approximately 2,000 employees, and is headquartered in Stavanger, Norway.
