According to something I learned long ago in a course in law as part of a business administration course of study back in the 1970s, in the USA, laws are challenged by testing them.
I asked our prof. Do you mean to say I just can't claim a law is unconstitutional or wrong somehow? He said, "Not unless you are a legislator writing to change the law. In order for a common citizen to get a law changed, they must "test" (break) the law, be taken to court and have the courts rule in your favor. That forms Stari Decicis (case law) that is then used as a precedent to ignore the law legally."
