The $2 trillion Senate bill allocates about $117 billion for hospitals and $850 billion for government loans to businesses. Trump has declined to fully invoke the Defense Production Act, as U.S. hospitals struggle to secure protective medical supplies. Hospital officials said Elmhurst was operating at 125% capacity. Patients seeking treatment had to form lines outside the hospital.
